Hm, no I don't think so. I would like the shelf to be visible when no 
window overlaps, but still be able to make it unhide (or pop up) on 
mouse-in, like for auto-hide. If I'm not mistaken, if I chose "Below 
Windows" and have a window overlapping it, the shelf would not appear on 
mouse-in. Please let me know if I'm overlooking s.th. here.
