Having reviewer(s) who are the only people with commit access to certain repos 
may work for some side projects that we have, but, despite it being a good idea 
in theory, there's no real way for us to do it for larger components. We just 
don't have the manpower for it, and the reviewers, who must then also be our 
most knowledgeable developers, will immediately be buried with code to review 
and be unable to do any work of their own.

Just ask raster about his backlog if you doubt this.
