To stress this a bit more (I know you already understand it) we will
not wait on any of the listed features there. Like raster wrote if
your stuff is not ready you will miss the merge window and have to
wait for the next. But missing a release does no longer mean wait
another few years. If we get our act together it will mean wait for
another 3 months which should be fine.

If you are working on something that you want to see in the 1.9
release and you think it will be ready in time please list it on the
section pointed out above.
