release: Update NEWS file and add out of date notice to ChangeLog
Might not be the final NEWS file but a start which includes all
noteworthy changes since 1.8.0. Adding a note to the ChangeLog so
people know it will no longer get updated.
Also clarify README that libvlc >= 2.0 is needed.
