Just to clarify it here. Wednesday your US west coast time you mean, right?
Having a fixed date would help people to know until when they still can 
commit to Elm.

That sounds fair enough.

Some more detail questions here form my side to understand what I need 
to change for releases and Jenkins jobs.
o The master branch of the elm repo will looked after the merge, right? 
Changes can only go into the stable branches for the 1.17.x series. Will 
it be a technical lock on the git server side or do we just expect 
people t not push there anymore?
o The build change will enable the elm build by default, right? Nothing 
need to be changed for configure or make targets?
