I kind of agree with you here. A bug is a bug. if it affects a "core app" or not. There is a general idea of severity. Is it a "every now and again it crashes" or "some rarely used corner case feature" is affected, or is it core functionality that is impacted? Also how much is the software used that is affected. Of course "core apps" tend to push the priority of a bug up... (tend to) as it's often developers themselves affected who work on EFL. :) But creating some hard and fast rule of "a bug doesn't matter for a release if it doesn't affect a 'core app'" is IMHO far too simplistic and doesn't show respect to developers who use EFL who are not writing core apps.
