Take a look around in "Special FX Settings". I don't think there's a setting for the speed of menu appearance, but you can disable menu animation, control whether E moves menus to be onscreen, whether the pointer warps to submenus, etc. Other than that, try hovering the mouse over the menu name until it starts to appear, and then moving into it.
