You're too polite. It's a mess! Personally, I think the spec is all wrong.
I would have made everything directory-based, not config based. All icons
in one place, all themes in one place, all menu and sub-menu categories in
one tree, and all .desktop files in one place. Then, I would symlink to
the relevant .desktop files from whichever tree I want an app to appear.
But, that's too simple, right?

Of course, that's too utopian. KDE and Gnome have already made their
directory structure too convoluted with its private icons and themes. Took
me almost three weeks to set up my local application.menu file so that my
xdg menu would look nice!!!
