Why? Because there are a lot of apps that don't adhere to the standards making programming it difficult. Rather then open a can of worms and make a buggy product that's hard as crap to make perfect, they are just leaving it out, getting the todo done, and then releasing E17. I think that could change if there are revisions in the protocol or someone can actually do some work on it. Engage can kinda do some of that however.
