That is six years and 24 releases ago? Even oldstable is on 0.16.8.13. Unfortunately I cannot even recommend you to update to the current debian stable version (1.0.0) because they completely messed up the e16 package installation, after which the package was orphaned. See also http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=567770 So, if you want e16 on debian these days the only sane option is to download a shiny new e16-1.0.7 and build/install.
