Regardless of if the window state is set to "smart > expansion" or "fill available space". > Ok, I guess one part is a problem with initial placement of windows that are larger than the available space without overlapping shelves(useful geometry) and the other is a bug in fill policy that it does not take non-overlap shelves into account. For the first one could resize initial window to be within 'useful geometry' though not sure what side effects this might have. If you keep firefox smaller than useful geometry it shouldnt overlap with shelves when opening it or does it?
