It would seem that installing elementary requires elm_prefs_cc to be installed. The problem is that you need to install elementary to get elm_prefs_cc installed.
I worked around this by changing elementary/src/Makefile so that the elm_prefs_cc parameter was a relative reference to bin/elm_prefs_cc instead of $PREFIX/bin/elm_prefs_cc.
