Does your 'ru(phonetic)' show up under Settings/Input/Keyboard/Configurations?
You may need to add it.
If yes, then select it there and look at the Models/Options to set up a
keyboard shortcut. Having Automatic/evdev should use your xorg settings.
If any of this does not work, you may want to create a phonetic.desktop file
in /usr/share/applications directory, or ~/.local/share/applications. Have a
