I followed the build instructions:

meson . build
ninja -C build
sudo ninja -C build install

It is installed but does not run.

The themes are installed.


I think I missed an important step but do not know what it is.

look at the permissions. only root can read and write. other users can't
access the files. i don't know how that messed up. it doesn't here (installing
at root). :)

I should have figured it out when I found out I could run it from the build directory but not from /usr/local/bin and after you mentioned it the above directory listing shows the problem. :-)

I have it running now but don't know why the permissions were wrong. I built it again today and had to manually change the permissions in themes directory. This is using the latest source code release from www.enlightenment.org/download.
