It depends. For some people who want the latest fixes/features then this is the way to do it. In Arch AUR packages like efl-git and enlightenment-git etc. take care of this. I even have efl-git-asan, enlightenment-git-asan AUR packages that do the same but enable asan for debugging to help users provide more information. But for most people they don't want to go compiling EFL - not by hand. They want to agt-get install and then just use it (or yum or dnf or pacman or whatever). They don't need the build tools or want to spend the time waiting on builds.
