If SNMP is not possible, you can always hack a way to retrieve the info:
 * generate an ssh keypair
 * install the public key on the device you want to monitor
 * install the private key on a trusted and secure machine with access to the 
device
 * create a script that ssh's to the device and runs the command to get the 
Watt usage per port
 * add that scipt to your monitoring solution (eg: cacti, nagios, openview, 
etc).

If you want to make it even more flexible, add the script to the net-snmp 
daemon on the secure machine as an executable script with it's own OID and you 
can poll the snmp daemon on that machine from your favourite 
monitoring/metering application.
