Yes disabling the interface and re-enabling doesn't cut the power. >From the CLI on the C-series at least, you do:
set port inlinepower ge.1.1 admin off set port inlinepower ge.1.1 admin auto I use this to reset VoIP phones whenever there's a firmware update that needs rolling out.
