Not necessarily. You can be authenticated by the RADIUS server, that is access is granted, but not have a correct policy. If there is no matching policy the traffic is discarded. I used to run into this problem all the time on the old standalone RoamAbout access points when someone would forget to put all the policies on a AP.

For example for a user in the Administrator policy we use Enterasys:version=1:policy=Administrator. Or for a Student Enterasys:version=1:policy=Student.
