apache2 httpd project seems to not support yet HTTP/3 and QUIC, so the better way to get this feature is to get in touch with the upstream maintainers. Ubuntu tries to not diverge too much from what upstream releases. Looking at the upstream bug tracker I found a feature request for HTTP/3: https://bz.apache.org/bugzilla/show_bug.cgi?id=64462 As you can see they are lacking human power to get this done, they would likely welcome support in any capacity. Since this feature is not available yet and it is a big change I am marking this bug as Invalid since there is nothing we can do in the Ubuntu side.
