This is a change between plucky-before-FF and plucky-after-FF. That
"Recommends" I'm removing is NOT in noble NOR in oracular, it's just in
plucky-post-FF.
What I can add to the release notes is a note stating that, in case you
have an AD/DC deployed, and do NOT have samba-ad-dc installed for some
reason (contrary to our docs), you should make sure to install it before
release-upgrading to plucky.
