By separating it out into (at current count) seven different windows, grouped roughly by subject category, and - within each window - by working primarily at the head and tail of the queue, i.e., the far left and far right end of the tab list. I actually only have two windows whose tab count is high enough to overflow the window width (with minimum tab width set just barely more than wide enough for a favicon, via Classic Theme Restorer, and with maximized windows on a 2560x1600 monitor), and those two are the ones which I keep most stringently to their designated subject matter. It's still ridiculous, and I'm working on reducing the backlogs here, but it will take me quite some time to get things down to levels which are reasonable even by my standards.
