What are these remote settings? They don't seem to have any impact on TB
or FF. Are these some kind of cached settings that for some reason are
in permanent storage?

Also it isn't GB -size large, just 10+MB, but that is large enough to
cause problems in roaming profiles.
I just changed all dom.indexed -prefs to false, maybe that helps
with it
getting large.
Maybe I can change permissions do that FF/TB can't write in that
directory just to see if that has any effect on FF/TB. If it doesn't I
consider making that change university-wide.
