We are targeting Firefox 84 to land the following changes with a goal to

- Change the default location of bookmarks to the Bookmarks Toolbar (and
make the default folder follow the last folder in which users bookmarked)
- Show the user’s “Other Bookmarks” folder in the bookmark toolbar if it
is non empty
- Replace the Bookmarks Toolbar hide/show toggle with new options for
showing the bookmarks toolbar either only on new tab, Always or Never
- Show an “Import Bookmarks” button in the bookmarks toolbar for new
users (if users have no bookmarks)

Another confusing issue with the 'Other bookmarks' folder is the name
itself. When you add a bookmark, would you expect it to go to the
'Other' folder?
If the naming was more clear on what the folder is for, end-users
wouldn't struggle so much with it. I remember when this first happened
to me (I'm not an end-user, I'm in IT in a lead role) I was scratching
my head as to why this behaviour was changed at all. And yes, I was
cursing as I couldn't find the bookmark I'd just added.
If the folder was named "New bookmarks" or "New/unsorted bookmarks"
end-users would likely not struggle with trying to find them.
