You can't exactly block the email, but you could set up a Rule
Criteria:
<From> <is|contains> (whichever works best) <sender_to_block>
Actions:
Mark as read
Move to Deleted Items folder
Some ISP's also have spam filters that may or may not allow you to add
domains/addresses.
