I upgraded to 9.1 the day after it became available.
I’m not going to pay for another version of Entourage. My OS and all my apps are the English (US of IE) versions because these are updated first (I’m an update junky). Why would Entourage suddenly have problem with a Belgian date/time setting and not with a Flemish setting?

I'd suggest checking your date & Time Control panel. It sounds to me as if you used to have it set correctly as you like it, but that it has since been changed. Resetting your PRAM can do that, for example. but I fear that the problem might be this:
OS 9.1 has removed "Flemish" as a standard Date & Time setting for the US version at any rate, so something might have changed even in your International version. (Both Dutch and French are still there.) Don't ask me why. have you upgraded to OS 9.1 recently? What version of Entourage do you have? Perhaps you'll need to get a localized version now.
