This sounds like a 'Complex HTML' issue.

If an email contains complex html (anything more than styled text & inline
images - like tables, or frames for instance) the rendering is handed over
to MSIE. I am guessing that MSIE will animate the gifs for you.

The problem with fwd vs. redirect is simple - when you forward the email is
opened in an Entourage editing window, and since entourage can't author
complex HTML this is all stripped out. Redirect simply retransmits the
original message source without giving you the option to edit/add bits to
the message, so the original 'complex' source is retained.
