What you're trying to do *could* be done with an AppleScript, but Outgoing rules act on messages after they've been sent, so the actual message that gets sent wouldn't have the corrected text in it anyway.
It seems to me that it would be easier to create a signature with the text you want, and just select that sig when you want to use that text in your reply. Or create a new message (send it to yourself, then save the sent message somewhere convenient) and just fill in the details when you re-use it.
