Mickey Stevens, who posts to the Entourage newsgroup and is a very adept
rule-maker, came up with the following:

Save a few of the messages and look at the source (View -> Source). In the
Content-type header, it will show the character set under 'Charset'. Copy
this within the quotes onto the clipboard (Command-C).
example: content-type: message/rfc822 charset="us-ascii"
then, copy us-ascii
Go to Tools -> Rules
Mail -> New
IF Any Header Contains (pasted charset) THEN (select action)

I don't have the problem so haven't tried this out but I hope it helps.
