I just tried it.  If I drag a link from IE to the Desktop, it creates a
local copy of the linked page.  That is, a text file with the HTML for the
page.  When I drag the icon from the Desktop into an Entourage message
window, the file gets loaded as an attachment to the message.

But try this: drag a link directly from IE to an Entourage message window,
and the URL is copied into the message text.
