That's because options are too complicated for them. ;-) Unlike Entourage's method, where you can dismiss this thing whenever you want and never see it again, it was impossible to get rid of it in Mail in 10.2-10.2.2. there was no way to ever run a script without that dialog coming up, so no way to automate anything, even if you wanted. There was a very big furore over that.
