Sure, there's plenty of room to display all of the menu items, but the thing
that I think that you missed is that the developer specifies the menu item
to display under the mouse.  If that menu item is at the top of the menu and
the mouse is at the bottom of the screen, then you end up with the selected
menu item under the mouse -- and a big white box above selected menu item.
