Mark, I assume you turned off the "animate icon" in the preferences and you are referring to the bouncing that happens when you get an error.
It's likely that there is a problem with one of your schedules and entourage bounces the icon when it encounter this problem. If this is indeed the case you would better served to fix the problem rather than use a hack to get the icon to stop bouncing. Now, if you want it to stop bouncing always, even if there's an error in your schedules or while checking an account...
