As per my email, I already have tried those listed solutions, yet e-rage
still gives me this error on occasion.

I found one way to surely invoke this error, which is to compose a email
with a attachment, then move or delete the attachment before sending.  When
you try to send, you get this error.  My suggestion to Microsoft is to
provide a more descriptive error message to let people know to move the
attachment back to where it was.
