The Importer has to convert objects from X - where it knew them by ID, not
Name (so you could, for example change the name of a folder or group and
still have the rule continue to work) - the new ID in 2004 corresponding to
that name.

It seems to do it perfectly for contacts and for folders. But I've
previously seen that people have problems with groups. It looks like the
importer can't find the group by name when making the rule - it's probably
using the old ID form X which now applies to a different group in 2004. Yes,
that would be a bug.
