No - that's a beta for an import utility from Outlook 2001 Mac .pst files into Entourage 2004. (And the beta is apparently closed to new members now.)
There's no such thing as converting .rge to .csv. .rge is really just a surrounding package wrapper around various different types of different files. What type of items do you want to convert to .csv, and why? To import contacts pr calendar into a web address book or calendar? Typically, those actually want a special variety of Windows .csv made by Outlook, with particularly (Windows) text character sets and Outlook field banes. Strictly speaking, you can export contacts from Entourage as a tab-text file, open it in Excel, and save as .CSV. But it will be a Mac .csv and won' have the right field names, or even the correct data in some cases - including email address.
