Barbara, I think that upgrading Mac OS to 10.3.9 will upgrade Safari to 1.3 (v312) and thus might launch again.
Otherwise: question B: Launch Internet Explorer, Choose Preferences, Choose Network - Protocol helpers - sort on apps - look up all Safari preferences Select one by one and choose Change In Protocol Helper Window choose Choose Helper...
