National Marine Fisheries Service, Southwest Region.

Open to all qualified persons.
Major Duties: Identifies, evaluates, and works to mitigate adverse
impacts of
hydroelectric power dams and diversions on anadromous fish.
Responsible for
reviewing construction and operational elements of
hydro facilities and making recommendations for project modifications
and
describing how those modifications will contribute to conserving and
recovering anadromous fish resources. Stays abreast with NMFS
authorities and
mandates provided by the Endangered Species Act, Federal Power Act,
Sustainable Fisheries Act, Clean Water Act, and National Environmental
Protection Act. Participates in collaborative negotiation activities
with
agencies and stakeholders in seeking resolution to difficult issues of
importance to varying interests.
Analyzes complex data and identifies trends and conclusions, including
water
storage, water release staging and schedules, temperature regimes,
stream flow
analysis, and other parameters
of water management. Makes recommendations for NMFS policy, guidance,
and
criteria for assessing hydropower projects. Writes reports and makes
oral
presentations before audiences of professional and varied interests,
including
formal testimony before hearing officials.
Qualifications Required:
This position is interdisciplinary in nature. It may be filled by an
applicant from one of several occupational series and is also
announced under
those series.
Basic Requirements: For the Fishery Biologist, ZP-0482 series: A.
Degree:
major in biological science that included: 1) At least 6 semester
hours in
aquatic subjects such as limnology,
ichthyology, fishery biology, aquatic botany, aquatic fauna,
oceanography,
fish culture, or related courses in the field of fishery biology; and
2) At
least 12 semester hours in the animal sciences in such subjects as
general
zoology, vertebrate zoology, comparative anatomy, physiology,
entomology,
parasitology, ecology, cellular biology, genetics, or research in
these
fields. (Excess
course work in aquatic subjects may be used to meet this requirement
when
appropriate.) OR B. Combination of education and experience - courses
equivalent to a major in biological science (i.e., at least 30
semester
hours), of which a minimum of 6 semester hours were in aquatic
subjects and 12
semester hours were in the animal sciences, as shown in A above, plus
appropriate experience or additional education.
OR
Basic Requirements: For the Ecologist, ZP-0408 series: Degree:
biology, or a
related field of science underlying ecological research that included
at least
30 semester hours in basic and applied biological sciences. These
hours must
have included at least 9 semester hours in ecology, and 12 semester
hours in
physical and mathematical sciences.
Specialized Experience: In addition to the basic requirements shown
above,
applicants for either discipline must possess at least one year of
specialized
experience comparable in level of difficulty and responsibility to the
next
lower grade/band level in the federal service. The specialized
experience must
have been in the field of fishery biology or ecology and must have
equipped
the candidate with the knowledge, skills, and abilities to
successfully
perform the
duties of the position.
Substitution of education for experience: The following education in
the field
of ecology and/or fishery biology may be substituted for the
specialized
experience at the lowest level of pay band
ZP-III: three full years of progressively higher level graduate
education
leading to a Ph.D. degree, or Ph.D. or equivalent doctoral degree. The
following education in the field of ecology and/or fishery biology may
be
substituted for the specialized experience at the lowest level of pay
band
ZP-II: one full year of graduate-level
education or superior academic achievement.
Knowledges, Skills and Abilities Required:
Candidates should submit a narrative statement on a separate page(s)
with
specific responses to the knowledge, skills, and abilities (KSAs) in
this

Candidates must possess the Selective Placement Factor to receive

* Ability to work with diverse groups with competing and controversial

5) * Ability to communicate effectively, in person and in writing.
Selective Placement Factor: In addition to the above requirements,
candidates
must possess the following selective placement factor in order to
receive
further consideration: demonstrated
knowledge of salmon or steelhead biology and/or demonstrated
experience and
knowledge of water management practices and their impact on anadromous
fish
populations and habitats.
Basis of Rating:
Applicants meeting basic eligibility requirements will be rated and
ranked on
the knowledges, skills and abilities, and other characteristics
(KSA's)
required to perform the duties of the position. Please review KSA's
carefully. Include in the write-ups such things as experience in and
out of
Federal service that gave you the specific knowledge, skill or
ability;
objectives of your work; and evidence of your success (such as
accomplishments, awards received, etc.)
CTAP and ICTAP eligibles will be given selection priority if rated
well-qualified by meeting the critical quality ranking factors which
are
identified by an asterisk (*) on each announcement. To
be rated well-qualified, candidates must meet or exceed the fully
satisfactory
level (or equivalent) of the crediting plan.
Pay, Benefits and Work Schedule:
This is a permanent, career-conditional appointment. Selectee will be
eligible for health and life insurance, annual (vacation) and sick
leave and
will be covered under the Federal Employees Retirement System.
This position will be filled on a full-time permanent basis. Upon
completing
any required probationary period, the position will be permanent.
DEMONSTRATION PROJECT: Effective March 29, 1998, this position
converted to
the DOC Personnel Management Demonstration Project. This project
replaces the
Federal GS pay plan and structure. Under the project, positions are
classified
by career path, pay plan, and pay band. Starting salaries may be set
anywhere
within the pay range of a pay band. Salary increases within pay bands
occur
through the pay-for-performance system only. The following chart shows
how the
career paths correspond to the GS grades.
Professional:
ZP- I = GS 1-6, ZP- II = GS 7-10, ZP-III = GS 11-12, ZP- IV = GS
13-14, ZP- V
= GS-15
Conditions of Employment:
