I had the feeling that libeog was a place to put all the code related to image manipulation and generic widgets which could be used in any image viewer, and the shell, well, a specific shell for EOG. :-) But besides this, I see no reason to keep it separately. The line between libeog and the shell is really diffuse, actually.
