This is not related to compiz. As of EOG 2.20, it was decided to use the scroll wheel for scrolling instead of zooming in order to follow the GNOME Human Interfaces Guidelines. Details about this decision are in the bug report #341935 [1]. You can still zoom with your mouse using ctrl+scroll wheel.
