That JPEG file seems to use the so called "Arithmetic Coding" compression variant of the JPEG codec. Unfortunately libjpeg/libjpeg-turbo (depending on your distro) doesn't seem to support streaming such images to the decoder in several chunks (as eog and apparently Firefox do) instead of decoding the image in one piece. Working around that in eog is not easy, as this would require changing quite a big chunk of eog's image loading code.
