Are you sure you have your eog-plugins checkout switched to the gnome-3-14 branch? In the gnome-3-14 branch configure is looking for 'eog >= 3.11.4'[1]. If all fails, you can fall back to the tarballs[2]. eog-plugins-3.14.2 is identical to the current gnome-3-14 branch.
