Yes. I have a D30 and it works with ETTL flashes firing the preflash burst
to evaluate the scene. Thus the older flashes do not work except in manual
mode because there is no sensor to read off of a film plane in the camera
(as there is no film). The ST-E2 does work and helps with focusing in low
light. The D30 meter is a little sensitive when using a flash. It requires
some patience to get it right although disabling CF10 fill flash mode works
for me.

You are correct. ETTL is the system the D30 uses with a preflash burst.

For still shots, it will be fine unless the light is so poor that you
cannot hand hold. I wouldn't say it was slow except with reference to AI
mode. I would say it has problems in dim lighting and with low contrast
subjects in dim lighting. It works fine generally in all situations where I
can hand hold the camera on single shot mode. It works better with L glass
than with consumer lens. I use it to shot soccer and its fine with my
70-200L in daylight on single shot mode. The AI mode is not real useful
however as it cannot track moving subjects very well. Thus it will be
disappointing for tracking birds in flight compared to an EOS 3 or EOS 1. I
do not use AI mode at all.
