I've heard of repairs in Singapore for this problem for just USD$40, no
replacement of top cover.
Even better, someone who happened to have the dial broke during a trip in
Pakistan had it repaired for just USD$8.  All reported that the dial worked
even better than before.  Take this with a grain of salt though, as with
anything you read on the net.
