EOS ebay and 70-200 f2.8L zoom

Does anyone have any idea why there are so many 70-200 f2.8L zooms being
offered on ebay?

Is it a dog?  Is Canon coming out with an IS version in the near future and
everyone is trying to dump their old one?

Also, is the 70-200 f4 L any good?  Is it as good as the f2.8 except for one
f stop?
