Except these numbers can be "jazzed" much as stereo power amp output was 
before the government required them to standardize on RMS (and even then 
some rate their power into 4 amp loads and others into 8).

A flash head can be designed to produce quite a high GN if the reflector is 
designed to produce a hotter center with relatively rapid falloff. Two 
flashes with the same w/s and similar circuitry & flashtubes but with 
different flash patterns will produce markedly different GN ratings.
