I've had my EF 28-135 IS for over two years and have gotten some great
pictures with it.  I probably haven't used the IS to my best advantage--when
I have low or marginal lighting, I attach a flash.  But IS aside, I think
it's just a nice, sharp, and versatile lens with a good zoom ratio.  And the
IS function has not given me any problems.  The only downside is that the
28-135 seems to have rather loose tolerances.  It's the only lens (of six) I
have that has gotten dust particles under the front element.  And I wish
they'd engineered it so it didn't have so much lens creep.  But other than
that, it's a very substantial lens.
