Unless Canon has added some restrictions to its use with the 28-135 IS, it should function regardless of focal length. Whether it will yield workable results, now that's another story. I do not know the 28-135 IS. When mounting my 70-200 on the 25mm extension tube, the zoom ring has a much greater effect on the focus the focus ring itself.
