I had been arguing this point with a friend just yesterday and to clarify
what Paul said, there are different "revisions" of IS (like the 100-400 and
75-300 which are older vs. the 70-200 and 70-300 which are newer) which
are sometimes referred to as v1 and v2 and provide differing numbers of
stops of shutter speed improvement.

Perusing the manual carefully, it does mention that the 70-200 does
automatically detect when you're using a tripod *BUT* recommends that
you turn it off when using a tripod for two reasons.  The first being
that you're simply wasting battery power for nothing and the second that
leaving the IS on for longer exposures can introduce errors.  So regardless
of lens, it probably is a good habit to just turn it off.
