You need to think about whether the lenses she has are suitable. If she is going to need a new wide angle to cope with the 1.6x multiplier then the 18-55 EF-S would be a useful option to include in the budget if possible.
The 10D is undoubtedly a better body than the 300D so is to be preferred if they are the same price but I expect the Rebel will be cheaper. As her current body is a Rebel she'll be used to the tying of AF mode to exposure mode that is the same between Digital and Film Rebels (although can be overcome with the unofficial firmware). The 10D is not compatible with EF-S lenses unless you take a hacksaw to the lens (there are a couple of web sites that describe how to modify the 18-55 for a 10D).
