Compat packages or things that only make sense to ship in EPEL, not in Fedora. The package review status page has been updated to list these reviews now in a easy to click place: http://fedoraproject.org/PackageReviewStatus/ and http://fedoraproject.org/PackageReviewStatus/EPEL.html Enjoy.
